Method

How We Chose These Programs

A program lands here when the school is a public institution and its own pages show the program is delivered online. We then rank each degree level on its own, using our score for cost, graduation rate, online flexibility, program depth and track record, so a bachelor's never competes with a certificate.

We take the rate from the school's published pages and note when it's a resident-only figure. The full weighting is on our methodology page.

  • The school is a public institution
  • Delivered online, with cost, credits and format confirmed on school pages
  • Ranked by our program score within each degree level; certificates are ranked only against other certificates

Scores are the weighted sum of five factors (Cost 30%, Outcomes 25%, Online Flexibility 20%, Program Depth 10%, Track Record 15%), version 1.0. The methodology page shows the rubric for each factor.

Why it ranks #14: it is fully online.

    School type

UAB brings the medical-school angle, from a university with a large health campus in Birmingham. It's open to current and future medical professionals, so nurses, technicians and pre-med graduates can all apply. The weak spot is the paperwork: the page names campus as the main format with online as an option, and it posts no credits or price, so get both in writing.

    University of Arizona

Master of Science in Artificial Intelligence for Business

    School based in Arizona

    • Fully Online
    • Public

Why it ranks #16: its school's IPEDS graduation rate is 68% and its school awards about 68 master's degrees a year in this field per IPEDS, but at $1,250 per credit it costs more than 10 of 11 other master's programs on this list.

    School type

Arizona charges one flat $1,250 per credit, with no resident discount, so a student in Montana pays what a student in Tucson pays. That makes it the cleaner choice for out-of-state buyers who want a public-school price they can predict: $37,500 for 30 credits in 12 months. Budget time for the entry test and six business credits first.

Cost per credit is the published online rate; September 30, 2026 data. Scores use methodology version 1.0.

Check Your Residency Before You Compare Prices

Public universities usually set tuition by where you live, and online students are not always exempt. Tennessee lists $490 per credit hour for residents and $565 for everyone else. Maryland Global Campus lists $337 in state and $499 out of state, with a military rate of $250.

The gap can be much larger at a community college. Wayne Community College charges $76 per semester hour in state and $268 out of state, plus a $48 technology fee and a $35 activity fee each semester.

University of Central Florida lists a graduate certificate at $1,234.15 for non-residents and $327.32 for residents. Compare the rate for your own situation, not the lowest number on the page.

Look for Flat Online Rates and Hidden Fees

A few public programs skip the resident split. The University of Texas at Austin quotes about $1,000 per 3-credit course for the master's and $1,250 for a certificate course. Purdue lists $950 per credit and Arizona lists a flat $1,250.

Fees still vary. Cincinnati's published figure of $1,145 for Ohio residents and $1,160 for non-residents includes instructional, general, technology and distance learning fees. San Jose State's $1,022 per unit comes from its extended-education special session and excludes books.

Dakota State lists $44,856 for 120 credits at $373.80 before fees, and non-resident online computer science courses carry a $117.70 delivery fee on top. Ask each school for a fee schedule before you apply.

Use a Public Certificate as a Lower-Risk First Step

Certificates cost less to try than a full master's. The University of Texas at Austin lists $5,000 total for 12 credits, and its certificate credits can transfer into the online MS in Artificial Intelligence. Both programs state that the GRE isn't required.

Indiana's graduate certificate takes as little as one semester or up to two years, with starts five times a year in 8-week terms. It asks for a bachelor's degree and a 3.0 GPA, with Python or R experience preferred. Cincinnati's certificate asks only for a bachelor's degree from an accredited college.

Before you commit, ask the school in writing whether your certificate credits count toward its master's.

Public schools often advertise veteran support, but the details differ by program. Angelo State lists Texas Hazlewood Act exemptions of up to 150 hours for qualified veterans, spouses and children. The University of Texas at Austin says GI Bill benefits may apply to its online master's, while Hinson-Hazlewood exemptions do not.

Dakota State lists $250 per credit hour for active military on undergraduate courses. Arizona says its $250 Tuition Assistance rate covers undergraduate programs only, not graduate degrees.

Ask your school's veterans office which benefit applies to your exact program and term before you register.
