Verdict
Our Verdict on the Graduate Certificate
If you want to understand what's under the hood before you pick a specialty, this is Penn State's broadest AI certificate. Nine credits cover intelligent agents, search and planning, machine learning and predictive analytics, fully online, for $9,801 in tuition. It's the right starting point for a newcomer and the least targeted to any one job.
Penn State World Campus is the online campus of Pennsylvania State University. Its Graduate Certificate in Foundations of Artificial Intelligence is the general-purpose entry among seven AI certificates, and Penn State's description names the four areas it covers: intelligent agents, search and planning, machine learning, and predictive analytics.
Those are the building blocks that later AI coursework leans on. Where the Natural Language Processing certificate narrows to one subfield and the AI Engineering certificate leans toward programming, this one tries to give you the map before you choose a road.
The program is nine credits and fully online.
Online
The Online Format
There's no campus visit, because Penn State delivers the certificate fully online. Ask whether you'd log in at set times, and ask about term length and yearly start dates.
Get that answer before you apply, especially if you work irregular hours. Nine credits is a manageable load alongside a job. The school's page describes more than two decades of online learning leadership, which suggests the delivery side is well practiced.
If you're returning to study after a long gap, ask what support exists for students who haven't taken a course in years.

Fit
Who Should Apply, and Who Should Not
Who It Fits
- You're new to AI and want core concepts before deciding between engineering, language or business-focused paths.
- You're testing whether graduate-level AI study suits you, and nine credits is a limited commitment.
- You're considering Penn State's Master of Artificial Intelligence and want a lower-stakes way in.
Who Should Skip It
- You already build machine learning systems. The AI Engineering certificate goes further into programming and models.
- You work with text and want that specialty. The Natural Language Processing certificate is more direct.
- You need a credential tied to one business role. The Strategy or Digital Transformation certificates are better aimed.
Curriculum
Curriculum
Penn State names four topic areas. Intelligent agents covers software that perceives a situation and acts on it. Search and planning covers how a system works through options to reach a goal. Machine learning and predictive analytics cover learning patterns from data and using them to forecast.
That's a classic opening sequence for graduate AI study, and it's a good fit if you want vocabulary and mental models. It's a weaker fit if you want to finish able to ship a product.
Ask what math and programming the machine learning courses assume, and whether there's a project at the end.
Standout Features
- Stackable certificate embedded in a Penn State master's degree
Cost
How Much It Costs at $1,089 a Credit
Tuition is $1,089 per credit for 2026-27, so nine credits comes to $9,801. That's the same rate as the Natural Language Processing, Digital Transformation, and Business and Innovation certificates.
Penn State charges $1,048 per credit for three other AI certificates, so check those if price is what decides it. The gap is small, and the topic matters more than the difference.
Federal student aid is off the table for nondegree certificate students, so ask about employer billing or payment plans. Ask what fees get added. A nine-credit program keeps the total commitment short enough to test before you invest in a master's.

Credentials
Accreditation and Where It Leads
You earn a graduate certificate from Penn State. Penn State calls certificate students nondegree, so this isn't a master's and doesn't qualify for federal student aid.
We found no industry certification or programmatic accreditation tied to this credential. Its main use is as a first step. Penn State's master's page says you can earn up to three related graduate certificates along the way, which suggests the certificates are meant to stack toward the Master of Artificial Intelligence. Ask an advisor whether these nine credits would transfer into that degree.
