Four online artificial intelligence programs are based in Maryland, from three schools: a public bachelor's at University of Maryland Global Campus, a Johns Hopkins master's, and two Capitol Technology University doctorates. Maryland residents pay the lowest rate at the bachelor's level, $337 per credit. There's no associate degree here, so national options fill that gap.

Studying Artificial Intelligence Online in Maryland

Maryland's online AI options are small in number but cover three different needs. Adelphi's University of Maryland Global Campus is a public university built mostly around working adults and military students. Baltimore's Johns Hopkins runs its online engineering master's through the Whiting School of Engineering. Laurel's Capitol Technology University sits in the Washington D.C. and Baltimore corridor and offers its AI master's and doctoral programs fully online.

That gives you one program per level at the bachelor's and master's, and two at the doctorate. If you want more choice, the national lists rank programs from every state, and Maryland residents can enroll in most of them. Check each school's state authorization page before you apply.

Method

How We Chose These Programs

We list every fully online AI program that a school based in Maryland publishes at the degree levels, then compare programs within each level on cost, graduation outcomes, online flexibility, program depth and track record. In-state rates come from each school's own pages. Certificates are not counted toward state pages. Read the full method on our methodology page.

  • School based in Maryland, program delivered online
  • In-state rate shown when the school publishes one
  • Scored on the same five factors as every list and ranked inside its degree level

Scores are the weighted sum of five factors (Cost 30%, Outcomes 25%, Online Flexibility 20%, Program Depth 10%, Track Record 15%), version 1.0. The methodology page shows the rubric for each factor.

Pick Your Level First, Because Maryland Splits Cleanly

Each Maryland school owns a different level, so your starting point decides the school. The University of Maryland Global Campus bachelor's is the only undergraduate choice. The Johns Hopkins master's is the only graduate degree below the doctorate. Both Capitol programs are doctorates.

If you already hold a bachelor's in computer science or engineering, the real question is master's or doctorate. Johns Hopkins asks for roughly 30 credits, which is ten courses within five years. Capitol asks for 60 credits and a research project. Pick the doctorate only if you want to produce original research, not just a stronger resume.

Compare Maryland Prices the Way Each School Quotes Them

The four programs don't quote prices the same way, so a quick side-by-side can mislead. University of Maryland Global Campus quotes per credit: $337 in-state and $499 out-of-state, with $250 for military students. Johns Hopkins quotes per course: $5,620 after the Dean's fellowship or $6,870 before it. Capitol quotes per credit and adds a $55 per credit Information Technology Fee.

To compare fairly, add up the whole degree. The bachelor's totals $40,440 for a Maryland resident and $59,880 for someone out of state. The Hopkins master's totals $56,200 when all ten courses fall in the 2026 to 2027 academic year. Capitol's doctorates total $58,800 in tuition at 60 credits, before fees, and may need more credits depending on research time.

Use Transfer Credit and Military Rates Where They Exist

Two Maryland schools publish ways to lower the bill. University of Maryland Global Campus accepts up to 90 transfer credits, so a Maryland community college graduate or someone with earlier college credit may only need to pay for a fraction of the 120 credits. Ask for a transcript review before you commit.

Capitol lists military rates of $875 per credit for active-duty servicemembers and $925 for retired members on both doctorates, against $980 for everyone else. It also says prior achieved credits may be accepted into the AI doctorate. Johns Hopkins doesn't publish a transfer or military rate on the pages we reviewed, so ask admissions directly.

Check Admission Requirements Before You Budget

Johns Hopkins expects an undergraduate or graduate degree in engineering or computer science, a GPA of at least 3.0, and prior coursework in calculus, linear algebra, probability, statistics and Python. Provisional admission is available if you fall short. Its graduate certificate in AI has the same requirements, and every course counts toward the master's if you continue.

The Capitol machine learning PhD is aimed at current or experienced professionals in machine learning, AI, computer science or data analytics. Its finish line is a thesis or three accepted journal articles, with an oral defense assessed by an external expert. Confirm which route your employer or advisor will support.
